Network and data speed

Last day, tgat means yesterday from 5.00 p.m. to almostst 11.00 p.m. there was a problem. I could not call to anyone. i restarted my phone for several times. And this problem occurred many times. What is that for? And also whenever my data pack is almost over, theb the speed disturbs. Can you please solve this???
